One thing I feel like you missed: Homeowner's insurance. Shouldn't people be responsible for insuring their own homes? I have insurance on my home that will pay to rebuild the house to the condition it existed in before the event. Why don't the people that live there? And if they don't, that's on them.

Great point Robert! However, like everything else in California, the insurance market is trashed. Because California is a powderkeg, insurance companies raised their risk premiums like crazy. California's legislature decided to "cap" premiums for "affordability" sake - resulting in a number of major insurers quitting the market entirely. I don't know how many of those homes and businesses lacked insurance. Supposedly California itself provided "backup" insurance - I haven't researched that.

California (supposedly) has a ‘last resort’ program - similar to Florida’s Citizens Insurance - that homeowners can use. However, the amounts involved, inflated I’m sure, won’t begin to cover the actual costs, given CA’s more than excessive regulations for building or replacing destroyed properties.
